Select Active service settings.
Select (empty) and key in the following:

Homepage: http://wap.mumbai.mtnl.net.in
Proxies: Enable
Primary proxy: 172.16.39.10
Port: 9401
Leave Secondary proxy, Primary DNS address and Secondary DNS address blank.
Data bearer: GPRS
Select Bearer settings.
GPRS access point:
For Postpaid enter gprsmtnlmum
For Prepaid Enter gprsppsmum
Authentication type: Normal
Login type: Automatic
User name: mtnl
Password: mtnl123
Enter Back.
Enter Back to go back to Connection Setting.
Select Settings.
Select Connection settings.
Select Active service settings.
Select (empty) and key in the following:
